Cataclysm has changed everything, all classes have gone through allot of changes and so have the rogues in world of warcraft. All the Talent Trees have been changed, along with how they work and what makes the tick. However, rogues have retained their basic mechanics and core of their talent trees. But allot of balance has change within the three trees for rogues In Wrath the best spec for rogues was combat with a second throught, but now they has changed allot and cata is a totally different situation.
Rogues have three talent trees: Combat Assassination Subtlety
Subtlety is a great soec for rogue and it is one of the fun trees to play, because of it's utilities and abilities, but combat and assassination out dps it by far and it is becuase of this reason and this reason alone, that we can and have to write of subtlety rogues of. Blizzard really needs to put allot of throught into the sub tree and make sure that it is a viable spec, atleast compareable to assassination and combat. So now we have Assassination vs Combat, which of these two specs is the best for leveling. At the moment in Cataclysm and at 85 the most dominate spec for rogues is Assassination and this is for both PvP and PvE. When comparing two spec we can always agree that more damage is equal to faster leveling as long as the downtime is roughly the same for both specs. Most of the damage for assassination rogues comes from their poisons, which counts as nature damage thus fully ignoring the targets armor. Assassination is also the better PvP spec, so if you play ona pvp realm and you think you might have some trouble with getting ganked or you think you might like to gank then Assassination is the one for you.
Combat rogues were the best leveling option in Wrath of the Lichking and even in The Burning crusade and even now they are still viable. Combat is based around doig allot of physical damge almost like a warrior they use one handed swords and weapons because they do allot more damage then daggers. The downtime on both spec is about the same, it's really personal preferences. Combat rogue leveling spec should be:

Keep in mind that with this spec you do get a bit more survivability then with the assassination build. If you have an 85 toon and you have hierloom items on your account and they are weapons, for example a 1 handed sword that would benifit combat, in only this case would i suggest going combat over assassination because allot of your damage is from your weapons as assassination. Also if you go Assassination you will also be learning the spec that you are going to have to play at 85 for both PvP and PvE, so if you keybind early and learn them well you will be ready for raiding and pvp at 85. If you really love combat then do it until you hit 70 then respec to assassination.
So over all both Combat and Assassination are good spec for leveling but if you really want to get to 85 the fastest way possible then assassination is the spec for you, have trouble letting go of combat then spec it until 70 then respec assassination. Try both spec out and play with the one that suits you best so you will further optimize your leveling time and enjoy leveling more.
