If a car is set up for a certain weather over the weekend, could it still be changed before a certain time?

This weekend in Monza it was extremely wet for qualifying, but set to be sunny today.

I've heard that Kovalainen was set up for wet (so he did better in the wet) and Hamilton was set for dry (and got 15th *^_^*). I also know he made a bad call on tyres, but he's only human for goodness sake - at least he knows not to take that risk again.

Do the drivers have to stay with the weather set-up they have or can it be changed at a certain time before the race?

car set up includs -adjusting the front and rear wing to get the proper down force,adjusting the revs of engine(like max rev)...weight balance front and rear(using the tungsten plate fitted below the car),adjusting the tyre pressure......and many other things....and though i dont have much knowledege about the rules i know one rule that before the race you cannot adjust the rear wing of the car......front wing could be adjusted during the race too...and i think tyre pressure could b also adjusted...before the race and after the qualifying...
