i saw a video on youtube showing a secret or "mystery car that is located behind the american muscle dealership. does anyone know how to get that car? please help!

And the video on youtube that you saw was of a patched version of Test Drive UNlimited. So, unless you have the patch installed there is no way you can get that car.
