golf question: grass clippings?
Mike's ball is resting in grass clippings that weren't picked up by the grounds crew. Knowing that this material is supposed to be collected up, he claims to be in ground under repair. He pick the ball up, cleans it and tosses it underhand in an area away from the ground under repair. when addressing it, the ball moves. He is then advised that he dropped the ball in an improper manner. He re-drops properly and plays the ball without penalty.
Is there a penalty, if so what is the rule #? Thanks
Interesting question.
Firstly, if it is clear that the pile of grass clippings are to be removed then he is entitled to relief wiothout penalty under rule 25-1 (Abnormal Ground Conditions).
Material piled for removal is automatically Ground Under Repair, even if it is not marked as such (see Definition of Ground Under Repair).
Secondly, Mike has incorrectly taken relief. The correct procedure is to drop the ball within one club length of his nearest point of relief (Rule 25-1b). This is the nearest point, no nearer to the hole, where the grass pile no longer interferes with his ball, his stance or the area of his swing.
The ball should then be dropped within this area in the prescibed manner according to Rule 20-2a (Dropping and Redropping, By Whom and How). A ball to be dropped under the Rules must be dropped by the player himself. He must stand erect, hold the ball at shoulder height and arm's length and drop it. If a ball is dropped by any other person or in any other manner and the error is not corrected as provided in Rule 20-6, the player incurs a penalty of one stroke.
Thirdly, is there a penalty? Rule 20-6 (Lifting Ball Incorrectly Substituted, Dropped or Placed) is the relevant rule here. This rule states:
"A ball incorrectly substituted, dropped or placed in a wrong place or otherwise not in accordance with the Rules but not played may be lifted, without penalty, and the player must then proceed correctly."
Therefore, while Mike has addressed the ball he hasn't played it and therefore under Rule 20-6 he is required to redrop correctly, no penalty. The key point here is that he hasn't played the incorrectly dropped ball. The movement of the ball at address is irrelevant in this case.
Mike has proceeded correctly (eventually) with no penalty.
